Be it known that the United Cooperative Council of Nations* in this story is purely fictional and a fictional name* for a completely fictitious entity. It does however represent the highest internationally recognized authority and embodiment of wisdom in the world of Evan’s fictional existence.
As of this writing, there is really no single entity in the real world officially dubbed as the “highest authority,” and no one person who "rules" the world, but God, but there are many contenders.
As far as organizations, one contender would be the World Trade Organization, (WTO) which legislates the rules of international trade and oversees matters of tariffs and controls. The World Bank (TWB) would be a contender and also the United Nations. (UN) There is no universal agreement regarding any of the contenders being more powerful or prestigeous than the other, and this is because as of this writing there are still sovereign nations in the world. But this may not always be the case. As time goes by, more and more countries of the world surrender their precious sovereignty to international organizations like these. Buit there are individual s who are contenders too.
On the religious front, besdies a Grand Mufti, (the highest official of religious law in a Sunni Muslim country,) the main contender is probably the Pope. (He is the man who lives in the Vatican at Rome and the one who is considered to be the head of the Roman Catholic Church.) Muftis and Popes are religious power figures and for centuries they have been the main contenders for planetary religious rule. The popes have no problem stating it as fact.
Pope Boniface VIII, from his Bull called UNAM SANCTAM, (dated November 18, 1302, ...Number 469) declared, “every human creature, by necessity for salvation, are entirely subject to the Roman Pontiff,” a statement equates to announcing that he not only is the ruler of every human creature in the world, but that their salvation depends on it.
Down through the ages, the office of Pope has been held in high esteem by many people, sometimes out of the fear of loosing their lives, sometimes for the sake of politics and sometimes simply out of respect for and fear of God. Even hardlined Communist Mikhail S. Gorbachev, ex-leader of the former Soviet Union, remarkably shook hands and exchanged gifts with Pope John Paul II on December 1, 1989, saying, “Holy Father, we are aware that we are dealing with the highest religious authority in the world but also someone who is a Slav.”

Gorbachev, who was baptized Russian Orthodox as an infant, always and still publicly, announces he is an atheist. Even following a 2008 trip to Assisi, Italy, where reportedly “prayed” at the tomb of St. Francis, )and the media made a big deal about it,) Gorbechev responded to an allegation he had converted and was now a Christian by saying, “I was an atheist and I stay atheist.”
Proverbs 29:2 says that “when the righteous are in authority, the people rejoice, but when the wicked rule, the people mourn.” It’s true. Humanity has seen just such as effect as people of every creed and various political organizations have vied for power and positions of prestige in the world. It's the stuff wars are made of. The very thing that brings destruction to the life of another human being.
Men vie and die to be the one who rules, but their rule, bestowed upon them, allowed by God is limited. Christians, however, know that there is power greater than any man on earth, and it is God.
God is in ultimate authority. He is a righteous, just and loving ruler, a King, who is perfect in every way. He is holy and true, gracious, loving and kind to all he has created, even the sparrows and the lilies of the field. He is so compassionate and merciful, the he would even become man, and then as a sinless, spotless sacrifice, he would take the place of all his subjects in death and pay the price he knew they never could. He would raise again to life, raise from the dead and set hell’s captives, free. Nothing upon the earth escapes his eye or knowledge because he is God.
No one but those who put their faith and trust in Him, and receive the Lordship of the One whom He sent, Jesus Christ, can escape the penalty due for their participation in this evil thing that plagues the world called sin. The Bible says, “The wages of sin is death, but the gift of God is eternal life through Jesus Christ our Lord.” (Romans 6:23)
There no such things as the United Cooperative Council of Nations, but even if there were something like it here on earth, even it would be subject to the ultimate authority of God.
